Regardless of medical innovation, walls of stigma and discrimination remain formidable obstacles preventing patients from accessing effective treatment.<\/p><p>Thailand is one of 24 countries globally prioritized by the <strong>Global Fund <\/strong>under the <strong>&#8220;Breaking Down Barriers&#8221;<\/strong> (BDB) initiative. This program aims to dismantle structural, attitudinal, and legal barriers that exclude vulnerable populations from the healthcare system.<\/p><p>2025 E1 Assessment Report<br><strong>KPI E1 i<\/strong>s the Global Fund&#8217;s standardised indicator for measuring progress in removing human rights-related barriers to HIV and TB services. It tracks whether countries are actively reducing stigma, discrimination, legal obstacles, and rights violations that prevent key populations from accessing prevention, diagnosis, and treatment.<\/p><p>Developed by <strong>World Vision Foundation of Thailand<\/strong> and <strong>HRG Consultant Team (Thailand),<\/strong> this report is a collaborative effort between three Principal Recipients (PRs): The Department of Disease Control (DDC), World Vision Foundation of Thailand (WVFT) and <strong>Raks Thai Foundation<\/strong><br>In partnership with government and civil society networks, the assessment utilized a mixed-methods approach, combining quantitative surveys with evidence-based qualitative discussions.<\/p><p><br><strong>Key Findings and Progress (2025)<br>The 2025 KPI E1 assessment reveals significant national progress compared to the 2023 baseline:<\/strong><\/p><p><strong>Tuberculosis (TB)<\/strong>: Scores rose steadily from 1.3 (2023) to 3.1 (2025).<br><strong>HIV<\/strong>: Scores increased from 2.57 (2023) to 2.91 (2025).<\/p><p>Both components show consistent upward trajectories. The TB component demonstrates particularly strong momentum \u2014 more than doubling its score from baseline \u2014 reflecting intensified S&amp;D reduction activities and inter-agency coordination at the national and sub-national levels. Critical Gap: While 90% of TB patients are being tested for HIV, 80% of people living with HIV still report experiencing stigma and discrimination \u2014 underscoring that clinical coverage alone does not equate to rights-respecting, equitable care<\/p><p>Ultimate Goal: To ensure the sustainability of the Thai healthcare system and &#8220;Leave No One Behind,&#8221; even amidst budget
